This tutorial has worked in Jasc Paint Shop Pro 8.0, and should work in any other version of that program. Therefore, this page has directions for both PSP 7 and PSP 8. Before we begin, you will need to have the font called "Silkscreen" on your computer. Visit here to download the font.

For Paint Shop Pro 7:
Have silkscreen font? Good. Click on the "A" icon to use font. Selcet a stroke color, what is going to be your OUTLINE. See below:

For the time being, do not worry about the fill color. Click ok.
Click on your image to get the font screen up again.
This time, click the Standard Text button (which makes the text normal), and choose what color you want the text to be. Click ok.

Align things to your liking, and you're finished! The final may look something like this:

Instead of using plain Silkscreen for the outline, it may work better for you to use Silkscreen Extended (bold) which came with the normal version of Silkscreen.
Another possibility is using Redensek font instead of Silkscreen. If you don't have Redensek font, click here to download it. Here is an example of outlined redensek:

For Paint Shop Pro 8:
The first thing to do is to click the "A" and click your image so you are looking at the text screen.
Choose your outline color then make the Stroke Width at, at least two (it can be as high as you want, go ahead and experiment). See Example:
Next, you click ok.
After that, click on your image somewhere to get the text window again. Choose the color you want the text to be, and make sure you put the Stroke Width back to zero, or you could have some issues.
Click ok, and you should be finished! The final may look somewhat like this:

You can use other fonts. I used "Still Time," size 27, Stroke Width 7 and got this effect:
